The dialogue between the state and business in Ukraine has always been difficult. Despite numerous initiatives, this process has often remained fragmented, and the position of entrepreneurs has not always been taken into account in decision-making. However, the modern format of public-private dialogue (PPD) can be a decisive step towards qualitative changes.

On March 7, 2025, the Ministry of Economy of Ukraine organized a workshop with representatives of regional councils of entrepreneurs. The main goal of the event is to create an effective platform for communication between the authorities and business, as well as to implement international approaches to improve the regulatory environment.

📍 But the key question remains open: will this become a new era for Ukrainian business, or will it again remain just a declaration?

▪️ Why should entrepreneurs influence state policy?

Global experience shows that a successful economy is built on a constructive dialogue between the state and business. The USA, Germany, and the Netherlands have long bet on close interaction between entrepreneurs and authorities, which allows for the development of a competitive business environment.

In Ukraine, however, the situation looks different: entrepreneurs often have to fight for their rights only after legislative changes are adopted, facing bureaucratic hurdles and unstable regulations. This forces businesses to either adapt or seek better conditions abroad. That is why structured PPD can be the key to economic stability.

Oleksandr Pechalyn, director of the Institute for Real Estate Market Development of Ukraine Plekhtan, chairman of the Regional Council of Entrepreneurs at Vinnytsia OVA, emphasizes:

📍 “We need to build an ecosystem, part of which will be an advocacy hub and regional councils. Without this, we will simply continue chaotic movement.”

▪️ TOP-3 regions that are already demonstrating effective PPD.

During the workshop, the Ministry of Economy will highlight three regions that are already implementing effective mechanisms of public-private dialogue:

✔️ Vinnytsia region – a leader in PPD efficiency. Here, business actively collaborates with the authorities to shape regulatory policy.

✔️ Poltava region – actively working on creating a favorable business climate and attracting investments.

✔️ Sumy region – demonstrates a systematic approach to advocating entrepreneurial interests.

📍 These regions can become a benchmark for others, proving that effective PPD is possible in practice.

▪️ What international practices can serve as a benchmark for Ukraine?

Global experience gives Ukraine the opportunity to adapt the best models of public-private dialogue. During the workshop, three models were presented that can serve as a benchmark:

➕ Social and Economic Council (SER), Netherlands

This is an independent advisory body that provides economic recommendations to the government. Although they are not mandatory, their role in shaping policy is significant.
