Today, the management of the Institute for the Development of the Ukrainian Real Estate Market Plektan took part in the development of proposals for amendments to the draft Strategy for the Recovery, Sustainable Development and Digital Transformation of Small and Medium-Sized Enterprises until 2027 by the Ministry of Economy.

The event was attended by 65 leading business associations and think tanks in Ukraine with the support of the UNDP project Strengthening Ukraine's MSMEs.

The draft strategy is imperfect, as many issues still need to be discussed and clarified:

▪️ It does not specify how and from what sources funding will be provided
▪️ It does not identify ways to avoid corruption risks and regulatory barriers
▪️ The Strategy is completely disconnected from business surveys on existing issues
▪️ Complete lack of vision of the role of business associations in the implementation process
▪️ According to experts, there is no analytical component
▪️ KPIs, according to think tanks, are unclear and incomprehensible

The development of the real estate market can play a significant role in the strategy for the recovery and development of small and medium-sized enterprises.

The Institute for Real Estate Development of Ukraine "Plektan" has proposed to include a separate section in the strategy to stimulate businesses that are players in the real estate market. It should include the following:

▪️ Stimulation of construction and reconstruction: Financial incentives, tax breaks or discounts for companies engaged in the construction, valuation and reconstruction of real estate, in particular for small and medium-sized enterprises.
▪️ Strategic development planning: It is important to develop strategic plans for the development of the real estate market at various levels - from municipal to national - to ensure a balanced and sustainable development of the sector.

The Institute's task is to convince MPs and strategy developers of the need to stimulate real estate market participants.
