Institute for the Development of the Ukrainian Real Estate Market Plektan, is actively involved in the development of the draft Strategy for Recovery, Sustainable Development and Digital Transformation of Small and Medium-Sized Enterprises for the period up to 2027.

According to experts, the post-war strategy must include a separate section to encourage entrepreneurs working in the real estate market, as they are engaged in the development and restoration of housing affected by Russia's military aggression.

The Strategy is a state policy - if we manage to convince the representatives of the Ministry of Economy and MPs and our joint proposals are included in the document, then state funding and assistance from international donors will be provided for this purpose, and for realtors it will not only save money, but also provide an opportunity to receive financial support for business development.

Over the past week, thanks to the active actions of the Institute's management, a separate section on Stimulating construction and reconstruction with the involvement of Ukrainian small and medium-sized businesses was added to paragraph 5 of the UNDP-supported Joint Proposals of Business Associations to the SME Recovery and Development Strategy for 2024-2027 (Aggregated Proposals to the SME Strategy).

We communicated the need for this section together with representatives of leading business associations, Deputy Minister of Economy Øleksii Sobolev, MPs Oleksiy Movchan Ihor Marchuk and Yaroslav Zheleznyak, Business Ombudsman Roman Waschuk and think tank experts on Monday.


What this section provides for:
  1. Stimulation of business representatives - real estate market players: The government should provide financial incentives, tax breaks or discounts for companies involved in the construction, reconstruction, valuation, and sale of real estate, including SMEs

  2. Support for affordable housing: It is important to develop programmes to support affordable housing for young families, young entrepreneurs and other social groups to stimulate demand for real estate - which will allow real estate companies to increase profits

  3. Infrastructure development: Improving infrastructure in underdeveloped areas can make them more attractive to investors and property buyers.

  4. Digital innovation: The use of digital technologies can increase market transparency and make the buying and selling process more efficient

  5. Training and support: Training and advisory programmes for small and medium-sized enterprises in property management, marketing and investment can increase their competitiveness in the market

  6. Strategic development planning: It is important to develop strategic plans for the development of the real estate market at different levels - from municipal to national - to ensure a balanced and sustainable development of the sector

  7. Financial support: Expanding the categories of recipients of financial assistance to compensate for losses and restore housing destroyed or damaged as a result of military aggression. This may include compensation for affected families or support for the reconstruction of housing facilities

  8. Resettlement programmes: Develop resettlement programmes for people who have lost their homes as a result of military aggression. These programmes may include the provision of new housing or support in finding a new place of residence

  9. Housing construction: Establishing programmes to build new housing for affected families and destroyed communities. This may include the construction of new housing estates or the reconstruction of damaged buildings

  10. International support: Engaging international partners and organisations to assist in the reconstruction of housing and support for affected families and communities

These proposals can form the basis for the development of a strategy for the recovery and digital transformation of the real estate market in Ukraine until 2027. To complete this section, we need your help and ask you to take an active civic position and take the following actions:

  1. Submit proposals to the Strategy to irrnu@plektan.com

  2. Based on the proposals received, appeals to the Ministry of Economy and the Verkhovna Rada will be developed
