📌 The Verkhovna Rada on July 16 adopted in the first reading draft law No. 12377 "On the Basic Principles of Housing Policy". This decision initiates a systematic housing reform aimed at updating the approaches to providing housing for Ukrainians and addressing the long-standing queue problem.

According to data from 2015, over 600 thousand people are in line. The war has further exacerbated the situation—thousands of internally displaced persons have lost their homes and have no real access to restoration or purchase.

The draft law provides for:

▪️ abandonment of the Housing Code of 1983

▪️ the introduction of new tools: social rent, rent with the right to buy, affordable loans

▪️ the creation of a social housing fund—both state and municipal

▪️ public-private partnership for the construction of affordable housing

Two additional draft laws will play a special role: on the creation of the Social Housing Fund and on its management. Their adoption is planned by the end of 2026.

The adoption of draft law No. 12377 is also one of the indicators of the Ukraine Facility program, under which Ukraine will receive €300 million in aid.
