LYUBOMYR CHORNIY - expert at the Institute for Real Estate Market Development of Ukraine "Plektan"
Specializes in issues of local economic development, strategic planning, development of small and medium-sized enterprises, regulatory policy, and economic legislation.
▪️ Since 2000, has been engaged in consulting and analytical activities, managing comprehensive projects. Participated in the implementation of a number of international projects of the European Commission, UNDP, Friedrich Naumann Foundation for Freedom, Center for International Private Enterprise (CIPE); provided services for leading consulting companies from Belgium, the United Kingdom, Canada, Germany, the USA, Sweden, and others. Consulted the Center for International Private Enterprise (CIPE), numerous Ukrainian business associations, and the Association of Cities of Ukraine.
▪️ Worked as a director, senior advisor, and expert in several international technical assistance projects in Ukraine and post-Soviet countries, including projects funded by USAID, UNDP, EU, GIZ, Sida governments of Canada and the United Kingdom, and others. In recent years, as part of his work, was in charge of contacts with the Parliament and the Government of Ukraine, local self-government bodies; supported the development and advocacy of draft laws, regulatory acts of an economic nature.
▪️ Head of numerous analytical studies, editor, and one of the authors of many analytical reports and guides – more than 30 publications. Co-author of over 20 laws aimed at deregulating entrepreneurial activity, improving the operation of the financial sector, and introducing a system of social services, etc. Co-author of several government and local economic strategies and programs (Government Program for Overcoming the Consequences of COVID-19, Program for the Development of Tourist Infrastructure in Kamianets-Podilskyi, Program for the Development of SMEs in Vinnytsia, etc.).
▪️ Served as a deputy of the Ivano-Frankivsk City Council (1998–2002). As an advisor to the mayors of Vinnytsia (2018–2020) and Ivano-Frankivsk (2003–2007), dealt with issues of economic development, entrepreneurship development and investment, cooperation with international organizations and international technical assistance projects.
▪️ Graduated from the Faculty of Law of Prykarpattia University named after V. Stefanik (Ivano-Frankivsk, 2000). Studied and interned in the USA (2001 and 2018), Israel (2003), Sweden (2003, 2007, 2017), Germany (2015 and 2018), Denmark (2018), and others. Graduate of the program "Human Rights and Humanitarian Law" at the Raoul Wallenberg Institute at Lund University (Sweden), the program "Market Economy and Entrepreneurship Development" at the International Leadership Academy named after Theodor Heuss (Germany), and the program "The Role of Public Policy in Private Sector Development" at the Center for Democracy, Development, and the Rule of Law at Stanford University (USA).
