The year 2025 clearly shows a trend: Ukrainians are increasingly choosing to forgo the "eOselya" program and are more frequently arranging housing directly with developers through installment plans. Today, 65–90% of transactions in new buildings are conducted through installment plans, while the share of "eOselya" barely reaches 5–15%.
Over the nine months of 2025, Ukrainians have entered into 10–15 thousand installment agreements, and only 5406 loans — under the government program. This is already 20% less than last year, and forecasts indicate that by year's end, last year's figures will not be achieved.
🔸Despite the expanded conditions, the "eOselya" program remains inaccessible to most:
▪️ A significant portion of applications is automatically filtered out in "Diia";
▪️ Banks refuse due to official income, "creditworthiness risks," and age;
▪️ Frontline regions and military factors — another barrier;
▪️ More than 70–90% of applications are denied due to errors in documents, non-compliance with requirements, or bureaucracy.
As a result, only 10–30% of applicants complete the entire process and receive approval.
🔸Installments have effectively become the "king of sales" in the primary market. Here's why:
▪️ Fast: processing takes 1–2 days, without endless checks.
▪️ Flexible: the first payment — from 10–20%, often interest-free programs during promotions.
▪️ Convenient: developers offer long repayment terms — up to 5–7 years.
▪️ No unnecessary obstacles: no banking decisions about income, age, or place of residence.
